The purpose of this research is to study the sounding pendants on the shamanic costume of the Evenks, Sakha and Nganasans in the unity of the shamanic ritual complex and ritual musical traditions. Shamanic pendants are interpreted as a special text of culture, a reflection of the geocultural ideas of the peoples of the Arctic. The paper is based on the materials of field research carried out by the authors in Taimyr in 1989-1990, in the Olenek Evenk national region of Yakutia in 2014 and scientific publications. The sound world of shamanic ritual is a complex phonic picture, which is formed when using vocal, verbal, vocal-speech, signal, instrumental types of intonation. The movements of shaman are accompanied by the sound of colliding pendants on the costume of shamans and its components (headband, shoes, mittens). The sounding pendants were described by ethnographers and musicologists, but they were not considered in connection with geocultural studies. Metal pendants on a shaman costume mark sacred spatial models of the Universe (images of heavenly bodies - the sun, the moon, stars), mythological spaces of the Upper, Middle and Lower worlds inhabited by the shaman's helper spirits - birds, animals, anthropomorphic creatures, they symbolize parts of the human body, etc. The prospects for the study of shaman costume pendants as a symbolic embodiment of the landscape are contained in a more complete description and generalization of all known materials, including the analysis of shaman costumes from ethnographic museum collections.
Целью данного исследования является изучение звукоиздающих подвесок на шаманском костюме эвенков, якутов и нганасан в единстве шаманского ритуального комплекса и ритуальных музыкальных традиций. Шаманские подвески интерпретируются как особый текст культуры, отражение геокультурных представлений народов Арктики. Статья основана на материалах полевых исследований, проведённых авторами на Таймыре в 1989–1990 годах, в Оленёкском эвенкийском национальном округе Якутии в 2014 году, а также на научных публикациях. Звуковой мир шаманского ритуала — это сложная звуковая картина, которая формируется при использовании вокальных, вербальных, вокально-речевых, сигнальных, инструментальных типов интонации. Движения шамана сопровождаются звуком сталкивающихся подвесок на костюме шамана и его составляющих (повязке, обуви, перчатках).
Звукоиздающие подвески были описаны этнографами и музыковедами, но не рассматривались в связи с геокультурными исследованиями. Металлические подвески на костюме шамана обозначают священные пространственные модели Вселенной (образы небесных тел — солнца, луны, звёзд), мифологические пространства Верхнего, Среднего и Нижнего миров, населённые духами-помощниками шамана — птицами, животными, антропоморфными существами, символизируют части человеческого тела и т. д. Перспективы изучения подвесок на костюме шамана как символического воплощения ландшафта заключаются в более полном описании и обобщении всех известных материалов, включая анализ костюмов шаманов из этнографических музейных коллекций.

The article discusses the interrelations between the musical thinking and spatial benchmarks in the culture of the Nganasans, an aboriginal people of the Arctic. Based on a study of the shamanic rituals from the music theory prospective, the author distinguishes typical signs of a musical style inherent in the ritual and non-ritual genre. The available data on the functioning of the genres and the related set of persuasions are interpreted in the light of the music theory data by identifying the correlations between the spatial benchmarks and the genres of the musical folklore (the vertical line is representing shamanic rite, while horizontal — the epic). The research has been undertaken on the basis of the field materials of 1980–2000.

Serving as bearers of unique cultural symbols and codes on the one hand, and as instruments for archiving and generating of the cultural information and memory on the other, fairy-tales represent distinctive objects of non-material cultures belonging to indigenous peoples of the North. The evident Arctic vector in the modern cultorological studies and tendencies for cross-cultural interaction on the global scale determine addressing to fairy-tales as to objects of literary translation. In some cases fairy-tales function as translation hyper-units concerning which translators take decisions on translating. Cultural, lingual and semiotic features of Arctic indigenous peoples’ афшкн-tales require the implementation of culture-oriented translation strategies used on the basis of complementary approach
Как носители уникальных культурных символов и кодов, а также как средства архивирования и генерирования культурной информации и памяти, сказки являются уникальными объектами нематериальных культур коренных и малочисленных северных народов. Очевидный арктический вектор современных культурологических исследований и тенденции к межкультурному взаимодействию в глобальном масштабе определяют обращение к сказкам как к объектам и художественного перевода. В ряде случаев сказки выступают гиперединицами перевода, относительно которых принимается решение на перевод. Культурные, языковые и семиотические особенности текстов сказок народов Арктики требуют применения культуроориентированных стратегий перевода, используемых на основе комплементарного подхода

This article discusses the features of the emergence and strengthening of social ties in the studies of Russian scientists and their foreign colleagues. The main emphasis is made on the research studying these processes in the modern information environment. Fora complete insight of the issue, the concepts of “social ties”and “information environment”, as well as their featuring in monographs and scientific articles are studied in the article. The article summarises domestic and foreign studies in this area regarding migrants and indigenous peoples. The features of the formation of social ties with relatives living remotely and fellow countrymen living in the same environment are specified. The features of expanding social ties through mobile phones and Internet communications are emphasised
В данной статье рассматривается отражение особенностей возникновения и закрепления социальных связей в работах российских ученых и зарубежных коллег. Основной акцент делается на исследованиях протекания данных процессов в современной информационной среде. Для полного понимания вопроса в статье разбираются понятия "социальные связи" и "информационная среда", а также их отражение в монографиях и научных статьях. Обобщаются отечественные и зарубежные исследования в данной области касательно мигрантов и представителей коренных малочисленных народов. Отмечаются особенности формирования социальных связей с родственниками, проживающими отдаленно,и земляками, проживающими в той же среде. Выделяются особенности расширения социальных связей посредством мобильных телефонов и коммуникаций в интернете

Currently, attention to regional economies of resource type is on the rise. Many papers dealing the “resource curse” problem discuss the mechanisms forming a trap of human capital underdevelopment. This article is an attempt to find out whether resource dependence of the region affects the development of regional higher education systems and the characteristics of high-quality accumulated human capital. The basis for this study is a fuzzy typology of the Russian regions based on two indicators: the share of extractive industries in GRP, the ratio of the shares of extractive and manufacturing industries, and the calculation of a comprehensive assessment of resource dependence (on the scale from 0 to 10). The calculations made it possible to identify 27 resource-type regions. The authors analyzed the indicators of the educational level of the employed population and the peculiarities of its use (accumulated human capital), the number of university students (human capital flow), as well as dependence of the reduction in the number of academic staff and growth in their salaries on the level of the region’s resource dependence. The study found dependence in the use of high-quality human capital on the resource specialization of the regions. It is manifested in a fairly high educational level of the workforce employed in mining industries and in the public sector, as well as with specialized training. Moreover, based on the levels of changes in the number of faculty and growth of their salaries, it is possible to observe an increase in the uneven development of the education systems of the resource-type regions, deepening differentiation of universities downshifting most of them towards the periphery of the educational space with a shortage of human and other resources
В настоящее время усиливается внимание к региональным экономикам ресурсного типа. В рамках изучения проблемы "ресурсного проклятия" во многих работах рассматриваются механизмы возникновения ловушки недоразвития человеческого капитала. В статье предпринята попытка выявить, зависит ли от уровня ресурсности региона развитие региональных систем высшего образования и характеристики накопленного человеческого капитала высокого уровня. Исследование основано на проведенной нечеткой типологизации регионов России по двум показателям: доле добывающих отраслей в ВРП и соотношению долей добывающих, обрабатывающих отраслей и расчета комплексной оценки ресурсной зависимости (по шкале от 0 до 10). Проведенные расчеты позволили выделить 27 ресурсных регионов. Из них было выделено 7 регионов очень высокого уровня ресурсной ориентированности, 6 регионов высокого уровня, 11 регионов среднего уровня, а также 3 региона с преобладанием добывающих отраслей над обрабатывающими при средней доле добывающих отраслей в ВРП. Были проанализированы показатели образовательного уровня занятого населения и специфика его использования (накопленный человеческий капитал), численности студентов вузов (поток человеческого капитала), а также зависимость от уровня ресурсности региона сокращения численности преподавателей и роста их зарплат. Обнаружена зависимость характера использования человеческого капитала высокого уровня от ресурсной специализации регионов. Она проявляется в достаточно высоком образовательном уровне рабочей силы, занятой в добывающих отраслях и в бюджетном секторе и имеющей специальную профессиональную подготовку (т.е. работающих в соответствии с дипломом). При этом по параметрам изменения численности ППС и роста их зарплат можно констатировать усиление неравномерности развития образовательных систем регионов ресурсного типа, рост дифференциации вузов и вытеснение большинства из них на периферию образовательного пространства с дефицитом кадрового потенциала и других ресурсов

This article is devoted to regards the actual problems of cultural livelihoods of Indigenous Peoples of the North-East of Russia, in particular, the traditional practice of reindeer herding of the Tongues, contemporary consideration of adaptive coping strategies and new opportunities in the context of globalization. The work on the basis of the method of expeditionary field work subjected to scientific analysis of the specifics of nomadic reindeer culture of the peoples of the North (for example, the Evens and Evenki), which marked the structural uniformity of phenomena such as the trajectory of continuous movement “feeding the landscape” (pet or wild animal), the cycle paths of movement of human groups within the range of nomadic and economic structure-phenological calendar. Space-time representation, captured in the traditional calendar, and structural uniformity of the economic cycle, the structure of livelihoods and culture are reflected in the picture of the world of the studied ethnic groups. Reindeer hunters, that move during the hunting year, within a closed circle route, developed a “circular” model of life in contrast to the “linear” type of culture of life support (semi-settled fishermen, whose route ran along the main feeding substance - river). Today we can talk about more or less sustainable model of cultural livelihoods of Indigenous Peoples, which is characterized by a combination and synthesis of modern (urban) elements and archaic (northern) cultures. Installing problem identified the following three main lines of research: traditional and modern practices in the conduct of reindeer hunting and fishing in life-support system of the peoples of the Tungus; the main options for the economic models of life of the peoples of the North; reconstruction of ethnolocal options for livelihoods of the Tungus. Currently, different ethnolocal groups of indigenous peoples has developed a range of livelihood strategies, which are important not only historical and cultural meanings, but also social and economic factors
Статья посвящена изучению актуальной проблемы культуры жизнеобеспечения коренных малочисленных народов Северо-Востока России, в частности традиционной практики ведения оленеводства у тунгусов, рассмотрению современных адаптивных стратегий выживания и новых возможностей в условиях глобализации. В работе на основе использования метода экспедиционных полевых работ подвергнута научному анализу специфика кочевой ется структурной однородностью таких явлений, как траектория непрерывного движения "кормящего ландшафта" (домашнего или дикого животного), путей цикличного передвижения человеческих коллективов в пределах ареала кочевания и строения хозяйственно-фенологического календаря. Пространственно-временные представления, запечатленные в традиционном календаре, также структурно однородны хозяйственному циклу, строению культуры жизнеобеспечения и отражены в картине мира изучаемых этносов. Оленеводы-охотники, кочевавшие в течение промыслового года по замкнутому круговому маршруту, выработали "круговую" модель жизнедеятельности в отличие от "линейного" типа культуры жизнеобеспечения (полуоседлые рыболовы, промысловые пути которых тянулись вдоль главной кормящей субстанции – реки). Сегодня можно говорить о более-менее устойчивой модели культуры жизнеобеспечения коренных малочисленных народов Севера, характерной чертой которой является комбинация и синтез элементов современной (урбанизированной) и архаичной (северной) культур. Проблемная установка определила следующие три основные исследовательские линии: традиционные и современные практики ведения оленеводства в охотничье-промысловой системе жизнеобеспечения у тунгусов, основные варианты хозяйственных моделей жизнедеятельности народов Севера и реконструкция этнолокальных вариантов жизнеобеспечения у тунгусов. Выявлено, что в настоящее время в разных этнолокальных группах коренных малочисленных народов Севера сложился целый спектр стратегий жизнеобеспечения, в котором важное значение имеют не только историко-культурные, но и социально-экономические факторы

The present article is the first part of the material based on the Report of the Commissioner for the Rights of the Indigenous Small-numbered Peoples in the Krasnoyarsk Territory (ombudsman) “On the problems of realizing the constitutional rights and liberties of the indigenous small-numbered peoples in the Krasnoyarsk Territory in 2012”. The article includes the current information about the indigenous small-numbered peoples of the North of the Krasnoyarsk Territory and general analysis of the demographic data of the Krasnoyarsk Territory based on the data of the past three censuses. The current information about the indigenous small-numbered peoples of the North is given separately for the three territorial units of the Territory, which are Taimyrsky, Dolgano-Nenetsky and Evenkiysky municipal districts, as well as the Krasnoyarsk Territory, except for the above-named districts
