The article discusses the problem of special forms of government on the outskirts of the Russian Empire in the end of 18th - the middle of 19th century on the example of the Yakutsk region. The secular authorities are considered: the regional head, the governor, the regional government, their relationship with foreign structures, as well as the spiritual governing bodies. There were demonstrated the evolution of state institutes involving comparative data. Attention is drawn to the main causes and factors that influenced the emergence of features in local government.

This article explores the origin of the ethnonym Khangalas. The image of the ancestor of Elleya and the leader of all the Yakut tribes of Tygyn is connected with the Khangalassy people. From Khangalassy people are not only the modem Khangalassky and Mcgino-Khangalassky ulus, but also Gomy (formerly East Kangalassky), Olekminsky, Suntar and Nyurbinsky uluses. Khangalassy people also very actively participated in the origin of the Yakut population of the Abyysky. Momsky and Kolyma uluses. Khangalassy people traditionally connect with the Turkic tribe kangla and are considered to be the carriers of the Kypchak component in the Sakha people. Kanglas arc considered descendants of Iranian-speaking Kangyu. a state in Central Asia. According to another version, the kanglas are compared with the nomadic association of Gaogyui through the word for “cart". This hypothesis allowed G.V. Ksenofontov to connect the Khangalassy people w ith the ancient L'ighurs who fled in the IX century to the tribes of Da-shivey. At this time, the most popular version is A.I. Gogolev, connecting the Kangalassy people w ith the Kypchak component in the ethnogencsis of the Sakha. According to the hypothesis of A.I. Gogolev and I.V. Konstantinov, the Kangalas arc the last wave of strangers from the south, which brought burials with the horse and are associated with the culture of “Kyrgyz-etehev" of the XVI XVII centuries. Researcher Yu.A. Zuev discovers kangly among the Tamat-dubo and Buir-Nur Tatars. ITiis article is discussed these versions in detail. Also, the Evenk version of the origin of the Khangalassy people is discussed. The hypothesis of the Tungusologist V.A. Tugolukov is based on the presence of Kangalassian genera among the Amur Evenks and their identification with earlier nanagirs. This version explains the ethnonym Khangalas from the same name with the meaning “goose". This version of the origin of the Khangalassy people connects them with the Kachin people and the hypothesis of L.R. Kyzlasov about the origin of the term “Khakas" from the word “Haas".

The article presents the history of book occurrence in Yakutia, gives a brief review of the literature on this subject, and reveals the first information and facts on the existence of books in this region. The author analyzes the list of service books, sent to the Lensky Ostrog in 1638, which reflects the earliest evidence of book emergence, the facts of origination of private books sale-purchase and possession, the circle of owners, etc. The article reviews the mechanisms of book collections formation of the Religious Department, analyzes the registers of the books obligatory for ordering by the decree of the Ecclesiastical Consistory and the regulations for opening field churches with books for the people with a nomadic way of life. The author characterizes the churches of Yakutia as educational and spiritual centers of targeted dissemination and distribution of books, notes the features of mandatory distribution in the churches of Yakutia and the origins of formation of book orders from private booksellers by the Religious Department. A significant place in the article is given to the educational institutions of Yakutia of the period under review: their sorts, types, forms of ownership, geographic location, and a list of the bookselling firms that collaborated with both spiritual and secular educational institutions. The geography of orders, the organization and the quantitative and qualitative composition of the collections of educational and teachers’ libraries, the acquisition profiles via the printed catalogs of bookstores and the circulars, as well as the formation of book collections of the educational institutions of Yakutia are of great interest
